The reasoned opinion is the second of three stages of procedure over violation of EU regulations.
Unless the situation improves, the European Commission will take the matter to the court and the Czech Republic could eventually be fined.
The European Commission criticises Prague, for instance, for not having the definition of various kinds of discrimination included in its legislation.

It was approved in 2000 and the countries that were admitted to the EU in 2004, including the Czech Republic, should have transposed it in their legislation as from May 1, 2004.
All of them have done so, but some not sufficiently, according to the European Commission.
