Bursik said he had information that the European Commission decided on Wednesday to urge the Czech Republic to transpose the EU regulation on environmental harm in law within two months if it did not want to be sued.
Bursik called on the MPs not to reject the bill, but several of them criticised it in the debate. MP Petr Zgarba (Social Democrats, CSSD) said the bill was too complicated and limited owners' rights. Under the bill, companies and individuals should pay for the harm they caused to the environment. Czech firms would have to pay insurance against such harm as from 2013. EU accounts failed for 13th year ... Ministry and the Industry and Trade Ministry had reservations about the form of the insurance. In its present from, the bill orders all companies to be insured against environmental harm, except for firms than prove they cannot cause harm over 20 million crowns and those who will receive environmental certificates. Under the EU regulation on environmental harm, all owners of environmentally risky companies should pay for all harm they cause.
