Cunek had left the cabinet in connection with various scandals last year.
"I think that if a coalition party says its leader should be in the government, he simply must be there," Topolanek said.
He said this was a controversial step that would help neither the government nor him "in the media."
However, there is the rule that if a politician is accused and then acquitted, he may return, Topolanek said.
"This is exactly the case of Cunek," Topolanek added.

Cunek was later acquitted of the accusations and his party renominated him to the posts.
Foreign Minister Karel Schwarzenberg (for the Greens) said he would leave the government if Cunek returned to the cabinet.
Schwarzenberg is of the view Cunek has not sufficiently explained his financial affairs.
The Greens in general are against the return of Cunek to the three-party coalition cabinet.
