05.03.2008 - Czech universities could lose EU subsidies due to lobbying-press
There is therefore a threat that the money from the Research and Development for Innovation operational programme would only go to finance large projects due to strong lobbyist groups, the paper says.
Czech universities could thus lose EU subsidies, Pravo writes.
According to the daily, several people have been in charge of the distribution of the EU money at the ministry since former education minister Dana Kuchtova left it last autumn.
For instance, Jan Vitula (junior governing Christian Democrats, KDU-CSL), chief director of the Education Ministry's European development programmes department, is strongly lobbying for the CEITEC programme within which the Brno-based Central European Technological Institute Czech Greens do not discuss MP's absence at election session ...
Arab education 'falling behind' ...
Computer knowledge 'undervalued' ... has applied for seven to ten billion crowns.
Vitula came to the ministry from the south Moravian Regional Development Agency that is connected with CEITEC, Pravo writes.
In addition, not officials but lobbyists are negotiating about subsidies in Brussels on behalf of the Czech Education Ministry.
The Research and Development for Innovation programme is the only operational programme of the Czech Republic that has not been yet approved by the European Commission.
Kuchtova resigned last autumn precisely due to the problems with the approval of the programme.
Czech universities, research institutes but also private companies could receive up to 52.3 billion crowns from the programme till 2013, Pravo writes.
