He now will move from the Foreign Ministry to the Justice Ministry in connection with the preparations for the country's EU presidency in 2009. The ECJ is the highest court in the EU. Appeals against verdicts of the Court of First Instance are filed with it. The European Commission may file a complaint against a EU member country if it violates EU law or if it has not transposed a EC resolution to its law.
