The junior governing Christian Democrats (KDU-CSL) came up with the same demand last week. Julinek (Civic Democrats, ODS) wants to complete basics of the seven bills concerned by summer. Most criticism has been levelled against his plan to transform teaching hospitals and health insurers into business companies. The two junior ruling parties, the KDU-CSL and the Greens, along with the left-wing opposition, say they are afraid this would cause health insurance money to leak from the health sector. They speak about threatening privatisation. Universities say they will be unable to guarantee the quality of education for students of medicine.

In an effort to calm down the critics, Julinek says the reform will benefit all - doctors, patients, hospitals, health insurers as well as the state. He says the health system has had a financial reserve of 20 percent so far. The first step to uncover the reserves was the introduction of health fees the patients have been obliged to pay for a visit to a doctor, an item on perscription or a day spent in hospital since January. The legislation Julinek is working on now includes bills on public health insurance, on health insurers and on the office to supervise health insurers. Another three bills focus on health services, on special health services and on medical rescue service. The seventh bill deals with teaching hospitals.
