Meanwhile, Russia's president-elect, Dmitry Medvedev, has declined an invitation to join United Russia, saying he should stay above party politics. Many observers are waiting to see if a power struggle emerges between the posts of prime minister and president when Putin makes way for Medvedev on May 7.
