NATO has accused Moscow of stoking tensions with Georgia, by building up troops in Georgia's breakaway Abkhazia region.
A spokesman said NATO envoys had held a tense meeting with Dmitry Rogozin, Russia's permanent representative to the alliance. Russia has said it is sending the extra peacekeeping troops to counter what it calls Georgian plans for an attack, an allegation that Georgia has rejected. The crisis between the small Caucasus country and its former Soviet master has alarmed NATO allies, which see Georgia as a future member, as well as an important gas transit country.
