Bolivia declares flood emergency ... central government. Supporters of leftist President Evo Morales disrupted polling, burning ballot boxes at two constituencies. President Morales described the referendum as illegal and the military warned that it violated the country's territorial integrity. Implementing the statute would require an ammendment to the Bolivia's constitution.
