Foreign Minister Frank-Walter Steinmeier said in a speech in Berlin that the plans would spell an end to the division of foreign and military policy, which is set out in Germany's constitution. Parliamentary Party Leader Peter Struck said the plans would make it possible to deploy the military in operations within Germany. That's also barred by the constitution. Leading members of Chancellor Angela Merkel's Christian Democrats argue that Germany needs a National Security Council to analyse, coordinate and set policy in the face of evolving threats.
