The human rights group Amnesty International says civilians are completely at the mercy of armed groups in Somalia.
A newly released report describes the situation in central and southern Somalia as dire. It says government troops, their Ethiopian allies and other armed groups out of control. The report also accuses the groups of carrying out killings, torture, rape, beatings, and arbitrary detentions. Troops shot two Somalis dead on Monday in a protest against rising food prices in the capital, Mogadishu.
