Expert: Climate Change to Cause Massive Costs in Germany ... are accused of failing to take the necessary safety precautions. The accident occurred a year and a half ago on a test track in Emsland, in western Germany. The Transrapid train collided with a maintenance vehicle while travelling along the test track. The automatic alarm system was not switched on at the time of the collision.
