It is not yet known whether Bem will run for party chairman against Topolanek at the ODS congress in December. Paroubek said he believes Topolanek's offer to Bem was a desperate attempt to stop the party's lowering voter support. Bem has been the most popular Czech politician for some time. The latest opinion polls show that the CSSD has approximately a 10-percent lead over the ODS. Paroubek said if the present coalition government of the Civic Democrats, the Christian Democrats (KDU-CSL) and the Greens should be reconstructed, he believed Topolanek should be the first to leave it, followed by Health Minister Tomas Julinek and Labour Minister Petr Necas (both ODS). Julinek and Necas have launched extensive reforms in health care, and welfare and pensions.
