Russian President Dmitry Medvedev has proposed that Europe's energy pipelines be operated by "international consortiums".
Speaking in Berlin one month after becoming president, Medvedev said Russian companies, the European Union and transit countries would belong to such a consortium. He said the proposal would be an example of interdependence that the EU has spoken of. Chancellor Angela Merkel used his one-day visit to defend a planned pipeline under the Baltic Sea from Russia to Europe.
