According to a report, submitted to the cabinet by Justice Minister Jiri Pospisil (ODS), the Prison Service needs more finances and personnel. The report points out that organised crime has started penetrating Czech prisons where a number of dangerous criminals serving long sentences has been rising. However, the approved resolution does not include a decision on the level of Prison Service funding from the state budget, Topolanek added. The planned rise in the number of prison employees will require more money from the state budget in 2009.

The Justice Ministry wants to increase the number of the Prison Service employees by 337 to 11,144 in 2009. The ministry claims that the general trend of lowering the number of civil servants is at variance with the prisons' needs. A guard in a Czech prison is in charge of up to 30 percent more inmates than regulations allow, and the situation is to worsen. Another reason for the reinforcement of the prison personnel is the establishment of special detention facilities for dangerous deviates in Brno and Opava, north Moravia, and the construction of new buildings in the existing prison complexes.
