BBC international development correspondent David Loyn says that the fourth major international conference to look at the future of Afghanistan may pledge some more funds.
But our correspondent says it is not just about raising more money but trying to find a better way of improving the flow of aid, and building the capacity of the Afghan government to manage affairs for itself.
Too much of the development money committed to Afghanistan has gone straight back to donor countries in the pockets of consultants, our correspondent says.
A recent World Bank report urged the Afghan government to take on more of the work currently done by the international community.
It said a dependence on external aid was to blame for the reliance on external professionals. In 2006-2007, Afghanistan received more than $4bn of aid - that equates to seven times Afghanistan's domestic revenues.
