EU reform treaty hits ratification snags in Poland and Slovakia ... are to put the issue to their national parliaments. The treaty can only come into force if it is ratified by all EU members. Recent opinion polls indicate that the results of the referendum could be very close. The polls are is being watched closely across Europe and it is not clear what will happen if Irish voters reject the document. The Lisbon Treaty is meant to streamline decision-making in the bloc. It replaces the EU constitution, which was rejected in referenda in France and the Netherlands three years ago.
