The European Union's chief diplomat, Javier Solana, has presented Iran with a deal to curb its nuclear ambitions.
Solana delivered the proposal to Iranian Foreign Minister Manouchehr Mottaki at a meeting in Tehran. The package offers Iran political and trade incentives in return for halting uranium enrichment. Iran's official news agency reports that the country's government has already ruled out any agreement which involves suspending nuclear activities as a precondition.
