Russia sends aid to Kosovo Serbs ... still remains nine years after NATO intervened against Serb forces. Kosovo's President Fatmir Sejdiu said the constitution showed that Kosovo had accepted democratic standards. Independence is opposed by Kosovo's minority Serbs and Russia. In Belgrade Serbian President Boris Tadic disputed the constitution's validity. Tadic said Belgrade would still insist on more talks on Kosovo's final status.
