German Foreign Minister Frank-Walter Steinmeier said he hoped for a solution this year and suggested a re-vote might be possible after adaptations to the treaty to address Irish concerns. The Irish Republic is the only EU member to have held a referendum on the Lisbon Treaty. The ministers meeting in Luxembourg also said that those EU members who have not yet ratified the treaty should proceed with the ratification process. The Lisbon Treaty, which aims to streamline decision making processes in the EU, needs the backing of all 27 members of the bloc to be adopted.
