The Czech ratification process has been suspended until the Constitutional Court assesses the treaty's compatibility with Czech law. It is not clear how long the assessment, for which the upper house asked on the initiative of the senior ruling Civic Democrats (ODS) recently, will last. Late last night Topolanek (ODS) told journalists in Brussels that "if the [Czechs] were to vote on the ratification now, I wouldn't bet a hundred crowns on the Czech 'yes'." A few hours later, however, Topolanek changed his mind. "Today, I'd bet the hundred crowns," he said shortly after the two-day summit ended. He called it a success that the Czech Republic managed to push through a statement in the summit's final resolution which says in the Czech Republic the Lisbon treaty's ratification depends on the Constitutional Court's decision. At the summit the EU in general agreed that the treaty's ratification continues even after the Irish say "no" to it in a referendum last week. ($1=15.574 crowns)
