European Union leaders have wrapped up a two-day summit in Brussels that was dominated by discussions on how to respond to the rejection of the bloc's reform treaty by voters in Ireland. European Commission President Jose Manuel Barroso told reporters that the problem posed by Ireland's referendum result will not be resolved quickly.

Meanwhile, the Lisbon Treaty has hit another snag with the news that Britain will delay ratification until the High Court has ruled on a legal challenge. This comes just days after parliament approved the treaty. German Chancellor Angela Merkel is to meet with her Czech and Slovak counterparts next week in a bid to shore up faltering support among some eastern European states. The Lisbon Treaty, which is meant to streamline decision making, must be ratified by all of the EU's 27 member nations for it to come into force.
