One source who had seen a copy of the draft communique, said the meeting has failed to set out any specific steps toward curbing spiralling prices of oil. It did not lay out any hard measures to be taken. OPEC president Chakib Khelil said on Sunday he opposed increased production to counter record oil costs saying "the price is disconnected from fundamentals" of supply and demand.
