Following the council decision, Secretary-General Ban Ki-moon made his strongest comments so far since March presidential elections in Zimbabwe ended inconclusively, saying a fair run-off was not possible. Opposition leader Morgan Tsvangirai, who at the weekend withdrew from this week's run-off, has in the meantime taken refuge in the Dutch embassy in Harare, following a police raid on his party's headquarters.
