German Chancellor Angela Merkel and Foreign Minister Frank-Walter Steinmeier have opened a security conference in Berlin aimed at bolstering the rule of law in the Palestinian territories and creating the necessary conditions for the creation of an independent state.
The one-day conference in the German capital will be attended by Palestinian Prime Minister Salam Fayyad and Israeli Foreign Minister Tzipi Livni, Arab League Secretary General Amr Mussa, EU foreign policy chief Javier Solana and 23 foreign ministers including Russia's Sergei Lavrov.
