The United States military says two soldiers and two civilians were killed in the blast.
Iraqi Police said six Iraqi civilians were also killed.
The attack happened when a group of US soldiers was attending a meeting with government employees in the building in the mainly Shia Muslim Sadr City area.
The US military has blamed the attack on what it calls special groups, or rogue elements of a the Mehdi Army, the militia loyal to Shia cleric Moqtada Sadr.
