On the contrary, the Czech Republic, Cyprus, Denmark, Estonia, Germany, Lithuania, Luxemburg, Poland, Portugal, Slovenia and Spain have not taken any anti-discrimination sanctions in the past two years, the report says.
These countries, in particular the Czech Republic, Luxemburg and Spain, have no permanent commission to deal with the cases of discrimination, the report adds.
It also points out that then number of racially motivated crimes increased in 2000 to 2006 in most of the EU countries, including those that were fighting racism strongly, such as Britain.
However, the EU cannot receive precise data about racially motivated crimes as 16 of the 27 member states do not keep relevant statistics.
Romanies rank among the most discriminated groups in access to housing and education in the member countries, according to the EU agency's report.
