The decision to admit the Czech Republic was preceded by an admission agreement between the Czech government and the approval by the Czech parliament. In 1996, the Czech Republic and the ESA concluded a framework cooperation agreement. The Czech Republic has successfully completed a four-year work within the ESA Programme for European Cooperating States (PECS) devised to prepare the countries for full membership. The programme consisted of 27 projects valued at 8.5 million euros. Results achieved by the Czech Republic within the PECS were assessed by an audit. The Czech Republic is the first former Communist country to have passed the test. ESA programmes are opportunities for Czech scientific, research and industrial organisations to join international cooperation in the exploration of space, the Earth, satellite telecommunication and navigation and space technologies. Cooperation with the ESA enhances competitiveness of Czech institutes and companies and improves their international position. The ESA has developed the launch rockets Ariane and Vega, and installed the module Columbus at the International Space Station (ISS).
