The legislaton, which also lifts the health fees for organ donors and patients whose treatment was ordered by a court, is yet to be discussed by the Senate and assessed by the president.
The lower house passed the bill by votes of 183 out of the 188 deputies present.
If passed, it could take effect by the end of July, Michaela Sojdrova, deputy for the Christian Democratic Union (KDU-CSL), said.

The senior opposition Social Democrats (CSSD) also unsuccessfully proposed the exemption of old-age pensioners who have the pension as their sole income, and of the people on disability pension.
Under the first phase of the government's health care reform, valid since January, all patients have been bound to pay 30 crowns for visit to a doctor and for an item on prescription, 60 crowns for a day spent in hospital and 90 crowns for using emergency medical service.
