Russia and the European Union have formally launched long-delayed negotiations on a new strategic partnership pact.
Russian President Dmitry Medvedev and European Commission President Jose Manuel Barroso made the announcement at a press conference following summit talks in the Siberian city of Khanty-Mansiysk. Under Medvedev's predecessor, Vladimir Putin, ties between Russia and the EU became strained, most notably over disruptions to the supply of Russian gas to the 27 member bloc. The EU relies on Russia for about a quarter of its gas supply.
