28.06.2008 - Lisbon treaty in harmony with Czech constitution - government

Vondra said the cabinet had approved a reply to a question from the Constitutional Court that was examining the treaty, on Friday. The court is to say whether the Czech constitution would be violated if the treaty were ratified. "The government says in its position that it had agreed on the Lisbon treaty in good will and on the basis of legal expert reports that the Lisbon treaty complies with the Czech Republic's EU picks up pieces following Irish referendum ...

constitutional order," Vondra said. The daily Lidove noviny (LN) writes today that the government's report assesses individual parts of the treaty and comments on what is criticised by the senators for the Civic Democratic Party (ODS). "Due its ratification, no substantial change in the arrangement of the democratic legal order will occur.

This would be inadmissible," LN quotes from the government report. The constitutional complaint was prepared at the request of the Czech Senate, dominated by the euro-sceptical ODS. The cabinet interrupted the work on it two weeks ago when the Irish were deciding on the Lisbon treaty in a referendum. Since the Irish rejected it, the adoption of the Lisbon treaty is uncertain. The EU expects the Irish to examine their rejection and to come up with a position on the future development in October. Vondra said he believed the treaty would not take effect even in a modified form during the next 12 months. Vondra said on Thursday it would be good for the Czech Republic to ratify it before it assumed the EU presidency in January 2009. European heads of state agreed at their summit in Brussels last Friday that the ratification of the Lisbon treaty continued irrespective of the outcome of the Irish referendum. Some observers are warning that if the Lisbon treaty is not passed, new members will not be accepted. Croatia is the most serious candidate for EU membership now. The Czech Republic will be the coordinator, spokesman for and the face of the entire EU during its six-month rotating presidency.
