German President Horst Köhler will not complete his country's ratification of the European Union's Lisbon Treaty until its highest court has ruled on legal challenges to the text.

German President Köhler visits Croatia ... by The Left party and a member of the Bavarian conservative Christian Social Union. The court has not yet set a date to rule on the challenges. Both the lower and upper houses of parliament have approved the treaty, which is meant to streamline decision making in the 27-member EU. Nineteen nations have ratified the treaty, but Irish voters rejected it in a referendum earlier this month. All EU states have to ratify the document for it to come into force. It isn't clear how the Irish no vote can be overcome.
