South African President Thabo Mbeki has met with Zimbabwean leader Robert Mugabe in an effort to convince him to form a unity government with the opposition.
The opposition Movement for Democratic Change said its leader, Morgan Tsvangirai, had declined to meet Mbeki. Both sides have laid down tough preconditions for negotiations. Mugabe insists his opponents accept that he won last month's run-off presidential election. Tsvangirai, who withdrew from the race due to violence against his supporters, wants negotiations to be based on the results of the first round of elections in March, which he won.
