The pact sets out principles for the EU to manage migration, fight illegal immigration and help development in poor countries that people are leaving or travelling through to get to Europe. German Interior Minister Wolfgang Schäuble said the deal did not mean that Europe would be surrounded by walls. However, he emphasised that illegal immigration had to be fought while legal migration should be supervised. He added that there were six million illegal immigrants currently living in Europe.
