The Netherlands has ratified the European Union's reform treaty. Parliament's upper house approved the Lisbon Treaty on Tuesday, one month after lawmakers in the lower house voted overwhelmingly in favour of ratification.

The Lisbon Treaty has to be ratified by all 27 EU member states for it to take effect. Dutch voters rejected a draft EU constitution in a referendum in 2005.
