Vondra said French President Nicolas Sarkozy is mistaken when he says that the EU cannot be further enlarged without the Lisbon treaty.
"We point out and we will be pointing to that further European Union enlargement...is not conditioned by the adoption of the specific treaty, but only and only by sufficient political will," Vondra said.
The EU leaders agreed in June on that the treaty's ratification continues irrespective of the Irish referendum' negative result.
The Czechs had pushed in the final document a note that the ratification procedure in the Czech Republic has been suspended pending a decision by the Constitutional Court on whether the treaty is in harmony with the constitution.
The treaty was sent to the court on the initiative of senators for the ODS in which the treaty has many opponents who say it deepens the EU's democracy deficit.
The opposition Social Democrats (CSSD) criticise the ODS's negative stand on the Lisbon treaty, and point out that it was ODS chairman and Prime Minister Mirek Topolanek who signed the document for the Czech Republic.
