Buzhinski was involved in Russian-U.S. talks until the moment Russia stopped the negotiations after the treaty was signed. He arrived in Prague at the invitation of the opposition Social Democrats (CSSD) and repeated the Russian position in public. Buzhinski's mission was denounced by the coalition government politicians. Deputy Prime Minister for European Affairs Alexandr Vondra said as Buzhinski was an employee of Russian secret services, a part of the CSSD was thus controlled by Russian intelligence. Vondra's words were dismissed by Social Democrat leader Jiri Paroubek who called Vondra a drunkard and asked him to apologise. The Defence Ministry said that despite the differing views, dialogue was still possible between all the parties involved. Moscow demands that Russian military observers be present at the base, which has been dismissed by the USA and the Czech Republic. However, the treaty allows for visits by special diplomats from the third countries upon an agreement from Prague and Washington. The United States wants to build the radar base at the Brdy military district, some 90km southwest of Prague, and a base for ten interceptor missiles in Poland within its missile shield. The Central European elements are to protect the United States and a large part of the European continent against missiles that states like Iran might launch.
